摘要  中國廣播影視正經(jīng)歷一場由廣播到網(wǎng)播的革命性變革，三網(wǎng)融合正描繪著這場革命性變革的絢麗前景。價(jià)值取向決定網(wǎng)絡(luò)質(zhì)量，網(wǎng)絡(luò)質(zhì)量決定網(wǎng)播能量。中國廣電網(wǎng)是建設(shè)廣播影視強(qiáng)國的最佳依托，是一張有靈魂的紅網(wǎng)，可持續(xù)的綠網(wǎng)，可管控的主網(wǎng)，顯國力的大網(wǎng)；它具有反映民族性格的品格，豐富了黨的執(zhí)政手段，是建設(shè)第三國防的嫡系部隊(duì)、維護(hù)網(wǎng)絡(luò)邊疆安全的新的長城，是展示國家形象、提供開放業(yè)務(wù)的最優(yōu)平臺。

中國廣電網(wǎng)是確保國家信息和文化安全的一項(xiàng)重大工程，關(guān)系執(zhí)政黨命運(yùn)、民族興衰和國家長治久安。中國廣電網(wǎng)要做大、做強(qiáng)、做成、做好、做久，必須明確目標(biāo)、堅(jiān)持原則，政府主導(dǎo)、市場運(yùn)作，確立主體、發(fā)展實(shí)體，長遠(yuǎn)規(guī)劃、穩(wěn)妥推進(jìn)。

Research on the Strategies of the Construction of China Broadcasting Network System Under the Three-network Convergence Background

Abstract: In china, the audiovisual industry is experiencing a revolution from broadcasting system to network system; the three-network convergence is the future of the revolution. The quality of network depends on the value orientation, and the quality is also the decisive factors of the network capability. China broadcasting network system is an optimum support for China to become a powerful culture country. The network will be a “red” network carrying mainstream value, a “green” network which can develop continually. It will be a “huge” network showing the national power. The network will reflect the nationality, and it will enrich the power of the government. It will be the new troops under direct control; it will be the great wall protecting the security of cyberspaces. It will be the optimum platform for the demonstration of the state and supply the public service.

The construction of China broadcasting network system will insure the information and culture security, and it’s vital to our states, our government and our nation. If China broadcasting network system aimed at to be a big, strong, well-being and long-term network, we must clarify the target, adhere to principles, and stick to the government instruction, operating by the market. At the same time, we must establish the main part, operating the entity, making the long-term plan and boosting safely.
